Excerpt: As a general matter, the final regulations do not substantively change the interim final HIPAA nondiscrimination rules or the proposed wellness plan rules the Departments issued in 2001. However, the final regulations do clarify a number of issues. The final regulations are effective February 12, 2007, and apply for plan years beginning on or after July 1, 2007.
