Excerpt: The final regulations are effective on July 31, 2008. However, the parts of the final regulations relating to generally applicable mortality tables applies to plan years beginning on and after January 1, 2008. The rules regarding substitute mortality tables apply to plan years beginning on or after January 1, 2009.
